NATIONAL DISABILITY INSURANCE SCHEME (NDIS) FUNDING

Q - Do providers/facilitators need registration with the NDIS?

A - Program providers/facilitators do not require registration with the NDIS.
Q - I don't know whether to advise families to adopt a self-managed or plan managed NDIS approach? What are the benefits of each?

A - Self-managed approach provides greater flexibility in utilisation of funding, but they require greater organisation and responsibility. There is a benefit for facilitators if participants are plan managed because invoicing directly to Plan-Managers usually results in more timely disbursement of funds for payment of services.

Q - Can an accompanying Parent-Caregiver program be funded through a young-person’s NDIS Plan?
A - Yes, families who have a young person with disability can receive funding to improve their ability to support their young person to achieve their goals. Parents and caregivers could have a goal in their NDIS plan specific to training for your caring role. Example goals may be:
-
To increase my knowledge about my child or young person’s disability.
-
To understand my child or young person’s behaviour and needs to support them better.
It is a good idea for parent-caregivers to mention their need for training during their NDIS planning meetings, and this can include information on specific programs (CYDA 2020:2-3; NDIA 2020a).
Q - What if a parent or caregiver has their own NDIS Plan?
A - If both the young person and parent-caregiver have NDIS Plans, the ICB Program could be funded through the young person’s NDIS Plan, and the Parent-Caregiver program could be funded through the parent or caregiver’s NDIS Plan. Alternatively, both programs could be funded through the young person’s NDIS Plan.
Q - Which NDIS funding category can be used for program participation?
A - NDIS participant budgets are divided into fifteen support purpose funding categories. The ICB and Parent-Caregiver programs can be funded through the NDIS Funding Category No. 15: Capacity Building – Improved Daily Living Skills. This support category includes ‘assessment supports, training supports, strategy development supports, and therapeutic (including Early Childhood Intervention) supports to assist the development of, or to increase, a participant’s skills and their capacity for independence and community participation’ (NDIA 2021b:100).
